The space of culture and the boundaries of the law
Abstract. The necessity of preliminary development of the concept of the bill on culture is substantiated. First of all, it should reflect (1) the purpose of the draft law, (2) its connection with the «Fundamentals of State Cultural Policy» (hereinafter referred to as the «Fundamentals»), (3) the main definitions and subjects of legal regulation, (4) a list of the sections of the draft law with a description of their purpose and tasks to be solved, (5) justification for the necessity or uselessness of restrictions on the public dissemination of the results of free creativity that contradict the «Fundamentals», (6) forms and criteria for the provision of state, sub-federal and municipal support of cultural activities and (7) the expediency of introducing the discipline «world, russian and national culture» into the structure of general education.
