About some topical issues of federal legislation on culture
Abstract. The article notes that the development of value changes in society has influenced the increase in the level of social requirements for the state. The development of provisions related to the protection of intangible cultural heritage can give a powerful impetus to the further development of constitutional and other relevant legislation in the direction of legal protection of traditional family values and culture. The lack of a unified approach to the question of what «cultural values» are is one of the reasons for the problem of contradictions in the activities of state authorities to implement the right of access to cultural values.
