Definition of the category ‘historical settlement’:
the problem of adopting ‘rules of the game’
on the territory of historical settlements of federal significance
Abstract. The article carries out a comparative study of historical settlements of special significance for the history and culture of the Russian Federation, their established statuses and certain regimes in order to identify the degree of effectiveness of the existing tool for preserving the historical and urban environment through the tool of ‘historical settlement’ at the federal level. A solution to the issue of regulating relations on the territory of historical settlements for which there are no approved subject of protection, boundaries of the territory and requirements for urban planning regulations is proposed.
