World Heritage Site Management Plans: Enforcement Issues in Russian Legislation
Abstract. The article presents the definition of a management plan for a World Heritage site arising from international documents on the protection of the World Cultural and Natural Heritage of UNESCO; analyzes the norms and gaps of the current Russian federal and regional legislation in terms of fulfilling international obligations arising from the Convention on the Protection of the World Cultural and Natural Heritage of November 16, 1972. In particular, attention is drawn to the absence in the Russian Federation of the legally enshrined concepts of «management plan», «management bodies of world heritage sites», «monitoring of world heritage sites» with this problem.
