Realization of the cultural and educational potential of cultural policy
within the framework of educational systems

Abstract. The key problem of the study is the contradiction between the existing cultural and educational potential for the implementation of cultural policy and the actual level of its use in cultural and educational institutions. The results of the study are based on the data of long-term sociological analyses of generations of young people from various regions of Russia. The identification component of the potential and its actualization in the context of the current crisis are the most important aspects of the formation of personal identity. The demand for this component has a positive effect on the value attitudes of young people, giving a spiritual and moral guide to the processes of their professional and social self-determination. Further work on the implementation of the cultural and educational potential involves the development of new directions of cultural and educational policy, consisting in the formation of new forms of cooperation between state, public structures, cultural, educational institutions and proactive youth to create an attractive image of a «new life» for active and meaningful participation of young people in the cultural policy of the regions.
