Ensuring passport regime
in the Kaliningrad region in 1946–1949

Abstract. The article examines the issues of organizing and conducting events related to documentation and registration of the population, as well as ensuring the passport regime in the Kaliningrad region in 1946-1949. The main attention is paid to the process of issuing passports to the population of the new region of the RSFSR in 1946, as well as the organization and implementation of events by the Ministry of Internal Affairs of the Kaliningrad region to ensure the passport regime. For the first time, documents have been introduced into scientific circulation that reveal the forms and methods of activity of the Ministry of Internal Affairs of the Kaliningrad region to maintain the passport regime, as well as events aimed at tightening the entry of persons who do not have the right to enter the territory of the border region.

Key words: Kaliningrad region, Ministry of Internal Affairs bodies, passport regime, documentation of the population, border zone.
