Identification of immovable cultural heritage objects in Russia: conceptual, regulatory and regional aspects

Abstract. The article is devoted to the study of the processes of formation of the composition of cultural heritage objects in modern Russia through the analysis of the identification procedure as one of the key mechanisms of state protection of cultural heritage. The article examines the theoretical concepts of the cultural value of heritage, as well as the specifics of their reflection in Russian legislation. Based on the analysis of the regulatory framework, the basic principles and mechanisms of the modern identification procedure are examined, its public, expert and administrative grounds are highlighted. A comparative analysis of approaches to the establishment of historical and cultural value of objects in Russian regions is carried out. Finally, it was established that the modern identification procedure is a system of consistent justification and confirmation of the cultural significance of objects, and the existing regional models differ in the degree of formalization of assessment, the role of the expert community and the nature of public participation in the decision-making process.
