Cultural heritage in actual UNESCO strategy

Abstract. Most actual problems and prospects of elaboration and implementation of fundamental concept of cultural heritage in UNESCO Medium-term Strategy 2022-2029 are regarded, taking into account basic results of its first quadrennial period. Basing upon analysis of a number of strategic documents issued in its framework, from Outcome Document of UNESCO World Conference on Cultural Policies and Sustainable Development (MONDIACULT 2025) to UNESCO Global Report on Cultural Policies (2025), and Call for Action: “The Spirit of Naples”, adopted at the first UNESCO Conference on Cultural Heritage in the 21st Century (2023), and confirmed at the second one (2025), general paradigmatic shift is revealed, consisting in re-interpretation of heritage, as carrier of values, norms and behavioral patterns determining cultural identity of an individual and society. Protection and promotion of cultural heritage, interpreted along these lines, seems to be most constructive in providing support to society in building up its resilience to both natural disasters and armed conflicts, which makes it concerning not so much the past, but the future, as well.
