Improving legislation on culture: spiritual and moral values and a model of culture of moderate conservatism

Abstract. The article is devoted to the improvement of legislation in the field of culture, due to the introduction of amendments to the Constitution of the Russian Federation. An approach to solving this problem is given, which provides for the definition of a system of traditional Russian spiritual and moral values and the development of a model of a culture of moderate (reasonable) conservatism.
