Improving legislation on culture: spiritual and moral values and a model of culture of moderate conservatism
Abstract. The article is devoted to the improvement of legislation in the field of culture, due to the introduction of amendments to the Constitution of the Russian Federation. An approach to solving this problem is given, which provides for the definition of a system of traditional Russian spiritual and moral values and the development of a model of a culture of moderate (reasonable) conservatism. An appropriate management mechanism is proposed, including the Security Council of the Russian Federation, the Ministry of Culture of Russia and other interested federal executive authorities. The provisions of this article were presented during a speech at the round table «Improving Federal Legislation on Culture in the light of the Constitutional Reform of 2020», held at the Russian Scientific Research Institute for Cultural and Natural Heritage named after D.Likhachev (October 26, 2021, Moscow).
